MUNICIPALITY OF BANGUED

I.HISTORY

1. Historical Background

Bangued is a first class municipality in the province of Abra in the Cordillera Administrative Region of the Philippines. According to the 2000 census, it has a population of 42,358 in 8,071 households. The government is aiming to put Bangued into higher standard and on the way of becoming a component city, and Cordillera Region's third city after Baguio City and Tabuk, Kalinga.

The name of Bangued means "roadblock". It was established as a regular town in 1598 and was made the seat of the provincial government of Abra on July 25, 1861. The inauguration coincided with the feast day of Saint James the Great.

The early settlers were the Tingguians belonging to the Bago, Itneg, Masadjit, lbanao, Indayas tribes, who latter intermarried with the immigrants from Ilocos Sur. The Tingguians opposed the Christianization introduced by the Spanish friars who penetrated the eastern settlements. The Tingguian residents prevented the Spaniards from penetrating their area of which they placed roadblocks on all roads leading to the place. They also cut large logs and threw them to the Abra River to prevent the incoming colonizers from entering the area with the use of their boats and bamboo rafts. These logs were made as obstacles and big rocks were placed along the roads which the natives called "bangen", meaning obstacles.

When the conquistadores, led by Juan de Salcedo, decided to penetrate the area, they proceeded eastward and saw for themselves the big logs along the Abra River and the big stones which were placed, blocking all roads leading to the community. The Salcedo's subaltern happened to meet one of the natives and asked what was the name of the place and thinking that they were inquiring about the big stones that were placed on the roads, he answered "bangen" and the subaltern jotted down on his notebook about the word.

The Spaniards were successful in their attempt to penetrate the inner communities in the east by removing the obstacles saying in Spanish "Abra ese obstucus" and it was in that happening when they developed the area and established the towns and barangays. The place where they found many obstacles, they named it "Bangen" and the province they called it "Abra".

When the Americans colonized the country and established the civil government, the town's name was modified to "Bangued".

2. Economy

The economy of the municipality is heavily dependent on agriculture, followed by trade and industry. Chinese businessmen dominate trade and manufacturing as a common preoccupation of the populace.

The commercial activity of Bangued is confined in the urban core establishing a linear pattern of development along major thoroughfares. This is evident from Torrijos Steet to Taft Street of Zone 5, McKinley Street to Santiago Street and Partelo Street of Zone 4, and Capitulacion Street of Zone 1 and Zone 2.

For the year 2000 there were 1,539 commercial/business enterprises classified as wholesale and retail trade, dry and wet markets, banking and finance, service and others. There were 9 large suppliers of lumber, hardware and other construction supplies and materials. Likewise there were also about 3 large contractors with undetermined number of small to medium scale. On the other hand, there were also a number of large to medium scale suppliers of general merchandise, groceries and various types of prime commodities.

As the economic center of Abra, small scale or cottage industries abound. The most common are hollow blocks and other concrete products manufacturing with gravel and sand readily available at the Abra River bank. Wood and bamboo craft is also a promising business enterprises with raw materials available in the vicinity and in the hinterlands for narra and other species of hardwood, rattan and bamboos. Metalcraft, tinsmitry, jewelry making is also expanding while a lot of households are now in the small scale processing or value adding activities appertaining to various food items.

3. Transportation

Passenger buses, mini-buses, jeepneys and tricycles including cargo are the major means of transportation in the town. Buses, mini-buses and jeepneys ply the longer routes covering the entire province of Abra and out, while tricycles serve only the inner arteries of the municipality's barangays including the adjacent towns of Pidigan, Tayum and Peñarrubia on a chartered ride basis.

Buses going to Manila have their own permanent station/terminal, while all the rest are accommodated and parked along various open lots, gasoline stations, etc.

2. Geography and Climate
Source : Wikipedia

Bangued is a landlocked municipality. It is elongated in shape towards north and south, and bisected through the center by the large Abra River. It is situated in the western portion of the province with boundaries defined by the Province of Ilocos Norte and the Municipality of Danglas in the north; La Paz, Tayum and Peñarrubia in the east; San Isidro in the south, and Langiden and Padigan in the west.

Bangued has a total land area of about 11,240 hectares or 112.4 km² accounting for 2.83% of the total area of the province. It is generally mountainous from north to south; however, it is flat and rolling at the mid-section. From here it has an elevation of 30 meters above mean sea level. In the north, which consists mostly of mountains, elevation ranges from 60 to 1,036 meters. In the south, which is interpersed with mountain and hills, elevation ranges from 45 to 300 meters.

Bangued is accessible through the Abra-Ilocos Sur National Road from the west, Abra-Kalinga Road from the northeast, and Abra-Ilocos Norte Road from the North. It is 408 km from Manila, 197 km from Baguio City and 60 km from Vigan City. The climate falls under the first type of tropical climate, which is characterized by two pronounced seasons, dry from November to April and wet during the remaining months of the year. Prevailing wind blowing in the area is mostly in the direction from northwest to southeast. However, during summer in the absence of weather disturbance, wind blows from north to south or east to west.

Abra mayor nabs 2 farm helpers suspected as ‘imported goons’
Date Published: March 26, 2010

BY ARTHA KIRA PAREDES

TWO farm helpers were arrested in Bangued, Abra on Tuesday by a group of 10 men led by a mayor and a police officer on suspicion that they were “imported goons” of Bangued Mayor Dominic Valera.

Valera immediately denied the allegations even as Lagayan Mayor Jendricks Luna and PO3 Benedict Bobias, who led the team that apprehended Freddie Bayle and Renel Balderas, refused to execute an affidavit of arrest to the police.

This led the Abra Provincial Police to ask the Philippine National Police Criminal Investigation and Detention Group to investigate the arrest without warrant made by Luna and Bobias’ group.

Valera is running for reelection. His daughter, Ma. Jocelyn “Joy” Valera-Bernos, is running for Congress, son Domino for Bangued councilor and daughter-in-law Janssen as Pidigan vice mayor.

Bayle and Balderas are farm helpers of former Maoay Barangay Captain Jovito Tadeo, a political supporter of the Bangued mayor.

Although Luna is not running for reelection, his mother Cecilia is running for reelection as congresswoman, brother Ryan for Bangued mayor and another brother, Cromwell, for Tineg mayor. His sister Haya is also running for vice mayor of Lagayan.

Chief Inspector Edward Aquintey, Bangued police chief, said police received “a series of calls that a group of armed men were harassing the residents of Barangay Maoay” at 8:30 a.m. on Tuesday.

On their way to Maoay, he said the responding team headed by Senior Inspector Jonny Golingab met Luna, who turned over Bayle and Balderas and a .45-caliber pistol loaded with six pieces of live ammunition.

Luna told the police that they “confiscated the firearm” from Bayle and were turning it over to for “proper disposition,” Aquintey said.

The firearm is licensed and owned by Tadeo, he said.

Aquintey said the victims refused to file an affidavit of complaint, while Luna’s group refused to give their affidavit of arrest.

‘Imported goons’

Luna admitted apprehending Bayle and Balderas whom he said were two of Valera’s six “imported goons” under the care of Tadeo.

He said they were contacted by concerned citizens who had reported sightings of armed men terrorizing nearby residents.

“We went to the house of the incumbent barangay captain first, but he was not there so we went to the house of the pasado kapitan (former captain),” he said in Ilocano.

He said the “goons imported from Zamboanga” tried to run away but they caught up with the two and started asking questions.

“They didn’t look like farmers and they could speak Ilocano but they had a different accent,” Luna said. He said the two also showed different IDs identifying them as police officers and security guards.

When they searched their bags, Luna said they found Army uniforms and the gun.

Just farmers

Valera said, however, Luna planned to harass Tadeo because the former barangay captain is his political ally in Maoay. “Tadeo has fled Bangued because he now fears for his life,” he said.

The Bangued mayor denied that Bayle and Balderas were his goons. The two farm workers were contracted by Tadeo to plant water melon and red pepper, he said.

He added that both did not even get their pay and have gone home to Barangay San Antonio, also in Bangued.

Senior Superintendent Ernesto Gaab, Abra provincial police director, told VERA Files that since both camps refused to give their affidavits, his office has recommended that CIDG conduct an investigation.

He said Bobias, an assigned security of Luna, has been recommended for relief while Bayle and Balderas have been released.

Related incident

On March 12, Robert Villastique, a political supporter of Valera, was shot and wounded while on board his motorcycle.

Gaab said, however, Villastique’s case is not election-related violence because police investigation showed the motive of the shooting incident was “revenge.” He said Villastique has been accused of raping a 14-year-old and has been suspected of murder.

But Valera said the shooting incident was “politically motivated” and that police are claiming otherwise because they are “one-sided.”

“If it is not politically motivated, how come Luna’s men are the suspects?” he said.

Bravo, J. Luna!!! Fantastic deed indeed. The PNP couldn't have done better not in the least. I think you should set up your own checkpoints around Abra and I guarantee you, you will bag more guns from hoodlums than Houdie can pull rabbits from his hat. Hey, Houdie maybe you can learn something from JL's bag of tricks eh? I think DV is in dire straits staying with the older 3G technology - 4G has just been released all you need is a General to upgrade. A GE is good but a GM would work wonders! I meant General Electric or General Motors - not what you had in mind, silly Houdie.

BTW, I don't think you'll see the Gadors again as they have gone Hollywood - they have ther own movie soon to premiere. KICKASS - the saga of the Gadors! hahahaha my ass! Wait till exgovah and Landog get hold of them - they'll be singing Ma Wai along with the San Antonio Spurs. hahahaha

Once again, Jendrix Luna had shown his lack of respect for the law as he thinks that he is the law. Under what authority did he base his warrantless arrest. Is he now authorized to exercise whatever peace and order duties or responsibilities he has as Mayor of Lagayan to discharge it outside of Lagayan like in Maoay, Bangued? Suppose some alleged concerned residents of Tineg, where another Luna brother is a mayoralty candidate, report to Jendrix that there are "imported goons" there in Tineg, is Jendrix now authorized to visit or raid also the houses of the leaders of Benwaren or the Crisologos and do the same thing? The Lunas are now showing their true color and abusive character this early, how much more if they control Abra, Bangued and Tineg. We must now act and appeal to all those who are in the position to put an end to these abuses by the Lunas. For one, General Versoza.

General Versoza, we have great respect for you most specially your principled stand that you will not allow extra-constitutional measures to retain Arroyo in the event of a failure of election. With such a stand, you have made yourself an idol and hero not only to us ordinary Abrenians but also to those military men who will follow you in upholding the Constitution. But we ask you to rein in your right hand man, General Martin, who is now reputedly the power behind the Lunas in Abra. Tell Martin and the inutile Gaab to respect their uniform by doing their job. How could a police escort/security (Bobias) assigned to the Lunas be leading the raid on the Lunas' political opponent. They are suppode to protect Luna from his opponents. Instead, they are helping Luna run after Luna's opponent. This is blatant partisanship on the part of the INP and General Versoza, please correct this right away, otherwise, Martin will drag you down to ignominy.

To the Lunas, they should remember the adage: "Those whom the gods wish to destroy, they first make them mad." This happened to a guy named Vicsyd a few years ago , and it looks like a mad man, an Ampatuan is out there in Abra , suffering from an apparent lunatic interval.

TS, what are the grounds for a warrantless arrest again? What are they if done by a police officer? What are they if done by a civilian/citizen?

When Luna led the arrest, where would he fall under the exceptions, if at all?

Do you think the PNP-CIDG are asking these same questions? If they are, how long would it take for them to determine if Luna had the authority to lead such warrantless arrest with his detailed security force of 9 or 10 men? What do you think the Highest Ranking Officer of the PNP Intelligence Directorate, in the person of GENERAL EUGENE MARTIN, do to "solve" the problem? Is this the same Luna who attempted to substitute Sinugo to run against Gov. Bersamin? If he will run in 2013 against Gov Bersamin and win, what do you think will happen to Abra?

The Source will now speak!

3-30-2010 It is hard to say exactly who did what when or by what rights people did this or that. No charges were filed in the end and the whole thing smells of a set up that turned into a political mud fight. Valeria vs Luna= pot calling the kettle black. What is the name of that Shakespearian play, "Much ado about nothing!" O.G.

hold your horses Merlin! the kid led a warrantless arrest with the powlish in tow! i don't think it's the job of a mayor in LAGAYAN doing a warrantless arrest with his powlish-bodyguards in BANGUED. and this is not definitely a good sign of a peaceful elections and-

1. who provided him the intel that "suspects" are in Bangued - Martin?

2. why is he so bold in doing acts like this (he just raided a GOVERNMENT OFFICE RECENTLY WITH HIS GOONS, DIDN'T HE? LOOKING FOR A FISCAL AND YET NOT EVEN AN ADMINISTRATIVE CASE WAS FILED, right?), is it because he knows that the powlish won't touch him, he being under the protection of MARTIN?

3. why is he so bold in leading a WARRANTLESS ARREST in a town where he has no jurisdiction, is it because the PNP-CIDG will not lift a finger on thugs under the protection of MARTIN?

the PRO-CAR DIRECTOR MUST implement the ROTATION OF POWLISH DETAILED TO LOCAL POLS. I can smell that the powlish under Luna are now a part of his PAGs and no longer under the command of the PNP. RELIEVE THOSE WHO MADE THE WARANTLESS ARREST TOO SINCE THE SITUATION CALLED FOR A WARRANT TO HAVE BEEN ISSUED FIRST BUT WANTONLY IGNORED AND PRACTICALLY WENT ABOVE WHAT THE LAW PROVIDES!!!

ROTATE THEM EVERY FIFTEEN DAYS TO AVOID SLIDING BACK TO THE OLD SYSTEM OF TURNING THE POWLISH AGAINST EACH OTHER!!!

i am not pro-dominic but i am not going to close my eyes when laws are violated in broad daylight!!!

hokspoks, we are supposed to be enjoying doing magic why are we involving ourselves in serious matters?

So OG, did Ms Artha Kira Paredes miss something in her news article? Do you know more than what is written? If so why don't you spit out what you personally know old man instead of watering down the situation? I am sure everybody will benefit if you can make some "clarifications", right? It's either we correct this now or we will end up correcting this in about 30 years period maybe? Or 20 if we are lucky. The significance of this incident OG is more, a lot more than it seems! And if allowed to repeat itself, will definitely affects the many many lives in many many years of our fellow Abrenians, in a terrible way! Let us not take this lightly!

3-31-2010 taBungaw- This was a contrived event for political reasons that did not work out the way it was planned. One politician attempting to discredit another . What was it that the poet Robert Burns said,"the best laid plans of mice and men oft gang aglay" ? What I know and what I have hard evidence for is often two different things. As Sir Thomas Moore said," The world construs by its wits but, the court must constru by the law." What I thinkI know is based upon reason, logic and how I constru the situations. You are dealing with a group of people who think they are above the law and can do and get away with what ever they want because of their power and influence. These are called criminal thinking errors. Most politicians have criminal thinking errors in their perception of their world. Criminal thinking error no. 1 is; The criminal wants to be able to do what they want, when they want, without any consequences, and anyone who reports their criminal activities to the police are the bad guys. Until the pople of Abra find and elect people who respect and govern by the rule of law, these events will continue. I am glad to see that people are becoming more aware of their rights under the law and insisting on the rule of law by holding politicians accountable. This is a good beginning. O.G.

Houdie my dear, I was being facetious with my earlier post. What happened in MaWaii should never have occurred. J Luna had no excuse over what he did. Like most that he gets himself in trouble with, he fails to realize and foresee the consequences. This fella has ambitions of running for Takit's position as the next Governor of Abra - yeah all of that is heading down the drain towards the cess pool. He is unquestionably making a fool of himself and certainly not being taken seriously by the people. If he thinks he is asserting himself with his "bullishness" - he should take time to think again as there is no way he will advance to a position he fantasizes to attain.. Bullies have no place in this world and people in Abra are much smarter than to tolerate such childish behavior.

Grow up Jendriks Luna if you want your ambitions realized. You are most definitely missing the boat, my dear boy.

Whether it's arrogance or ignorance, or both, that propelled JLuna to act the way he did, I'd like to think that he violated some law. A Lagayan mayor apprehending people of, and in, Bangued as if Bangued were a barangay of Lagayan? If you really think you are better than an idiot, how the hell can you assume you had the power to do all that? And where on Earth did that "power" come from? From your congresswoman who just happened to be your mother? So frustrating and so disgusting that these people of such caliber were given the chance to lead the good people of Abra who are actually a lot finer and smarter than they are. It's equally disappointing that, once again, the law enforcers, Abra Provincial Police, can't do anything about the incident better than mere asking the PNPCIDG to investigate the arrest made by Luna and company without warrant. That's just passing the bucks, and it's not good enough. It's pathetically ineffective if not grossly useless. As always, things keep breaking down big time at Abrenians' expense, of course. We, Abrenians, can't continue succumbing to such abuse by people who are clueless about exercising authority appropriately. Abra will be much better off by dumping all these Lunatics and Demonics now before it's too late.

OG, I was talking to hookeypookey do you mind? jeeeeez.....you were eavesdropping man! that ain't right! (LOL, LMAO!!! hokspoks dear, OG is pissed! hahaha!!!)

fine Jendricks Luna is a criminal thinking error, a CTE, there!!! happy now OG!

if we allow this error to rule our lives and be cowering in fear everytime he passes by with his PNP goons and if we fail to assert our political rights and do not have the courage to raise them up the roof, as a community, then our towns and barrios will surely turn into ghettos, and like the jews who lacked the will to resist we will have our own holocaust too. the CTE feeds on our fear, indifference and apathy to say that ENOUGH IS ENOUGH YOU HAVE TO STOP!!!

we live in a civilized society with laws serving as its cornerstones. we have a social contract that we can not just go out and take another's spouse, another's house, another's food, another's clothing, another's dignity, another's freedom, another's life whenever we feel like doing it without any consequences! those who are deputized to enforce this social contract must do their sworn duties because if not the system that feeds them will self-destruct and they will be destroyed with it. need examples? here's some - NAPOLEON, HITLER, MUSSOLINI, MARCOS, ESTRADA, VICSYD VALERA AND THEIR ALIPURES.

if we fail to resist. if we fail to exercise our political will. if we shut our mouth, do nothing, be complacent, and just be contented in sitting on the corner watching as others suffer, we might as well form a line, bend down and kiss our asses goodbye!

WE ABRENIANS ARE PROUD PEOPLE. WE ARE NOT SOME HERDS OF WILDEBEEST THAT CAN BE TERRORIZED AT WILL. WE WILL STOP THIS MADNESS AND START WALKING WITH OUR HEADS UP HIGH AGAIN!!!

3-31-2010 Good response Abracadabra- It is important for the people of Abra to realize that when we cower in fear, the goons and the guns win. And yet, self preservatioin is a strong instinct. O.G. I never get pissed on this web site, You do have the right to disagree with me. That is what makes this web site and many friendship so much fun!! O.G.

What a funny people commenting on this issue.........we have here a pro-valera, pro-Molina, pro-Luna and pro Bersamin. Your respective boss will never make you rich kid they just make you a servant. You are blaming at each other no one taking the accountability what is happening to my beloved Abra. Here one the comment of this Joy Valera-Bernos blaming on Luna on one of the TV station saying to Luna " Why they are contented for what do they have right now" now this comment backfires to her family.....Joy Bernos running for Congress......Dominic Valera for Bangued Mayor.......Domino Valera for Councilor of Bangued????. or Vice mayor????....... sister in Law Janssen Buemio-Valera for Pidigan Vice-Mayor what else...... Then we have this Luna's they want to change the name of Abra to province of Lunatics.......and put all Abrenians under their control...... This two camps are trading of accusations to each other.......and maybe this Valera's they want to expand their business interest in Abra and put the schools and other public places to the mountains......if this Valera will continue to rule over Bangued then perhaps in the near future the Bangued Plaza will become a Gasoline station. Then if this Luna will rule over then you'll be back to old age wherein there will be a King and a slave.

Then this one ambisyoso Molina wants to be congressman because of the pork barrel.......what a heck then we will have a congressman who is kidnapper etc....

I am very sad to say that Abrenians who are very intellectual does not want to go back and serve in Abra because they can never win in any election because we have still a lot of people who wants to be servant to this families of corrupt killers etc....

As my battle cry......When can I see Abra without the Valera's, Luna's, Seares, Bernos, Bersamin's etc in power?

In the next few week I'll coment here those people running in the provincial level what is my analysis in each candidate.

What kind of war kamlon? Mayor Dominic Valera PAGs vs. THE PHILIPPINE NATIONAL POLICE, Under the command of Martin AND The Luna PAGs under the command of Jendricks Luna, carefully planned by Martin? If the Luna Group are true warriors then they should tell their PNP BABYSITTERS to stay away from their internal business and slug it out with the Valera Group like men!!! Right now the playing field is not even kamlon! It is the PNP vs. D Valera, group, the PNP here, reduced as mercenary PAGs!!! To think that the taxes of the people of Abra are being used to pay them to TERRORIZE THE PEOPLE OF ABRA!!! THAT'S UTTERLY INSANE!!!

MARTIN, THE MEDDLER, IS NOW THE REAL ENEMY OF THE PEOPLE OF ABRA. WHAT DOES HE CARE IF THE PEOPLE OF ABRA SUFFER, HE IS FROM BESAO AFTER ALL!!! HE IS THE REASON WHY THE LUNA'S THINK AND BEHAVE LIKE THEY ARE ABOVE THE LAW. THEY ARE UNTOUCHABLE BECAUSE OF MARTIN!!! THEY WILL EMERGE AS PUPPET OF MARTIN IN OUR LGU AFFAIRS!!! WE WILL BE RULED BY MARTIN IN THE YEARS TO COME, THROUGH HIS SURROGATES UNLESS WE STAND UP TO HIM NOW!!!

AMBUSH IN TINEG
Meanwhile in Tineg town, Mayor Edwin Crisologo’s group was also ambushed Friday morning as the group was headed for Narangay Agganay for a campaign sortie.

Senior Superintendent Ernesto Gaab, Abra police director, said Crisologo escaped unhurt as bullets fired into his vehicle.

Due to the tension in the province caused by the recent outbreak of violence, Chief Superintendent Villamor Bumanglag, regional director of the Police Regional Office (PRO) in the Cordillera directed all operating police units to be on full alert and establish as many checkpoints as possible in order to confiscate the unlicensed firearms of individuals who may disrupt the efforts to enforce peace.
