sina or esna and some are bago who some of them claims to be pure Iloko. Poblacion San Isidro was once Ilokanos but I don't know what transpired between the 60s and now. I hope Mr. Pacsa didn't change it much. The Barrio of Tangbao used to be a mixture of kantowe and esna. Sorry balbalayang. Thats all I know. |

Abra mayor nabs 2 farm helpers suspected as ‘imported goons’

TWO farm helpers were arrested in Bangued, Abra on Tuesday by a group of 10 men led by a mayor and a police officer on suspicion that they were “imported goons” of Bangued Mayor Dominic Valera.
Valera immediately denied the allegations even as Lagayan Mayor Jendricks Luna and PO3 Benedict Bobias, who led the team that apprehended Freddie Bayle and Renel Balderas, refused to execute an affidavit of arrest to the police.
This led the Abra Provincial Police to ask the Philippine National Police Criminal Investigation and Detention Group to investigate the arrest without warrant made by Luna and Bobias’ group.
Valera is running for reelection. His daughter, Ma. Jocelyn “Joy” Valera-Bernos, is running for Congress, son Domino for Bangued councilor and daughter-in-law Janssen as Pidigan vice mayor.
Bayle and Balderas are farm helpers of former Maoay Barangay Captain Jovito Tadeo, a political supporter of the Bangued mayor.
Although Luna is not running for reelection, his mother Cecilia is running for reelection as congresswoman, brother Ryan for Bangued mayor and another brother, Cromwell, for Tineg mayor. His sister Haya is also running for vice mayor of Lagayan.
Chief Inspector Edward Aquintey, Bangued police chief, said police received “a series of calls that a group of armed men were harassing the residents of Barangay Maoay” at 8:30 a.m. on Tuesday.
On their way to Maoay, he said the responding team headed by Senior Inspector Jonny Golingab met Luna, who turned over Bayle and Balderas and a .45-caliber pistol loaded with six pieces of live ammunition.
Luna told the police that they “confiscated the firearm” from Bayle and were turning it over to for “proper disposition,” Aquintey said.
The firearm is licensed and owned by Tadeo, he said.
Aquintey said the victims refused to file an affidavit of complaint, while Luna’s group refused to give their affidavit of arrest.
‘Imported goons’
Luna admitted apprehending Bayle and Balderas whom he said were two of Valera’s six “imported goons” under the care of Tadeo.
He said they were contacted by concerned citizens who had reported sightings of armed men terrorizing nearby residents.
“We went to the house of the incumbent barangay captain first, but he was not there so we went to the house of the pasado kapitan (former captain),” he said in Ilocano.
He said the “goons imported from Zamboanga” tried to run away but they caught up with the two and started asking questions.
“They didn’t look like farmers and they could speak Ilocano but they had a different accent,” Luna said. He said the two also showed different IDs identifying them as police officers and security guards.
When they searched their bags, Luna said they found Army uniforms and the gun.
Just farmers
Valera said, however, Luna planned to harass Tadeo because the former barangay captain is his political ally in Maoay. “Tadeo has fled Bangued because he now fears for his life,” he said.
The Bangued mayor denied that Bayle and Balderas were his goons. The two farm workers were contracted by Tadeo to plant water melon and red pepper, he said.
He added that both did not even get their pay and have gone home to Barangay San Antonio, also in Bangued.
Senior Superintendent Ernesto Gaab, Abra provincial police director, told VERA Files that since both camps refused to give their affidavits, his office has recommended that CIDG conduct an investigation.
He said Bobias, an assigned security of Luna, has been recommended for relief while Bayle and Balderas have been released.
Related incident
On March 12, Robert Villastique, a political supporter of Valera, was shot and wounded while on board his motorcycle.
Gaab said, however, Villastique’s case is not election-related violence because police investigation showed the motive of the shooting incident was “revenge.” He said Villastique has been accused of raping a 14-year-old and has been suspected of murder.
But Valera said the shooting incident was “politically motivated” and that police are claiming otherwise because they are “one-sided.”
“If it is not politically motivated, how come Luna’s men are the suspects?” he said.

Once again, Jendrix Luna had shown his lack of respect for the law as he thinks that he is the law. Under what authority did he base his warrantless arrest. Is he now authorized to exercise whatever peace and order duties or responsibilities he has as Mayor of Lagayan to discharge it outside of Lagayan like in Maoay, Bangued? Suppose some alleged concerned residents of Tineg, where another Luna brother is a mayoralty candidate, report to Jendrix that there are "imported goons" there in Tineg, is Jendrix now authorized to visit or raid also the houses of the leaders of Benwaren or the Crisologos and do the same thing? The Lunas are now showing their true color and abusive character this early, how much more if they control Abra, Bangued and Tineg. We must now act and appeal to all those who are in the position to put an end to these abuses by the Lunas. For one, General Versoza.
General Versoza, we have great respect for you most specially your principled stand that you will not allow extra-constitutional measures to retain Arroyo in the event of a failure of election. With such a stand, you have made yourself an idol and hero not only to us ordinary Abrenians but also to those military men who will follow you in upholding the Constitution. But we ask you to rein in your right hand man, General Martin, who is now reputedly the power behind the Lunas in Abra. Tell Martin and the inutile Gaab to respect their uniform by doing their job. How could a police escort/security (Bobias) assigned to the Lunas be leading the raid on the Lunas' political opponent. They are suppode to protect Luna from his opponents. Instead, they are helping Luna run after Luna's opponent. This is blatant partisanship on the part of the INP and General Versoza, please correct this right away, otherwise, Martin will drag you down to ignominy.
To the Lunas, they should remember the adage: "Those whom the gods wish to destroy, they first make them mad." This happened to a guy named Vicsyd a few years ago , and it looks like a mad man, an Ampatuan is out there in Abra , suffering from an apparent lunatic interval.

When Luna led the arrest, where would he fall under the exceptions, if at all?
Do you think the PNP-CIDG are asking these same questions? If they are, how long would it take for them to determine if Luna had the authority to lead such warrantless arrest with his detailed security force of 9 or 10 men? What do you think the Highest Ranking Officer of the PNP Intelligence Directorate, in the person of GENERAL EUGENE MARTIN, do to "solve" the problem? Is this the same Luna who attempted to substitute Sinugo to run against Gov. Bersamin? If he will run in 2013 against Gov Bersamin and win, what do you think will happen to Abra?

What was it that the poet Robert Burns said,"the best laid plans of mice and men oft gang aglay" ? What I know and what I have hard evidence for is often two different things. As Sir Thomas Moore said," The world construs by its wits but, the court must constru by the law." What I thinkI know is based upon reason, logic and how I constru the situations. You are dealing with a group of people who think they are above the law and can do and get away with what ever they want because of their power and influence. These are called criminal thinking errors. Most politicians have criminal thinking errors in their perception of their world. Criminal thinking error no. 1 is; The criminal wants to be able to do what they want, when they want, without any consequences, and anyone who reports their criminal activities to the police are the bad guys. Until the pople of Abra find and elect people who respect and govern by the rule of law, these events will continue. I am glad to see that people are becoming more aware of their rights under the law and insisting on the rule of law by holding politicians accountable. This is a good beginning. O.G.

Houdie my dear, I was being facetious with my earlier post. What happened in MaWaii should never have occurred. J Luna had no excuse over what he did. Like most that he gets himself in trouble with, he fails to realize and foresee the consequences. This fella has ambitions of running for Takit's position as the next Governor of Abra - yeah all of that is heading down the drain towards the cess pool. He is unquestionably making a fool of himself and certainly not being taken seriously by the people. If he thinks he is asserting himself with his "bullishness" - he should take time to think again as there is no way he will advance to a position he fantasizes to attain.. Bullies have no place in this world and people in Abra are much smarter than to tolerate such childish behavior.
Grow up Jendriks Luna if you want your ambitions realized. You are most definitely missing the boat, my dear boy.

Whether it's arrogance or ignorance, or both, that propelled JLuna to act the way he did, I'd like to think that he violated some law. A Lagayan mayor apprehending people of, and in, Bangued as if Bangued were a barangay of Lagayan? If you really think you are better than an idiot, how the hell can you assume you had the power to do all that? And where on Earth did that "power" come from? From your congresswoman who just happened to be your mother? So frustrating and so disgusting that these people of such caliber were given the chance to lead the good people of Abra who are actually a lot finer and smarter than they are. It's equally disappointing that, once again, the law enforcers, Abra Provincial Police, can't do anything about the incident better than mere asking the PNPCIDG to investigate the arrest made by Luna and company without warrant. That's just passing the bucks, and it's not good enough. It's pathetically ineffective if not grossly useless. As always, things keep breaking down big time at Abrenians' expense, of course. We, Abrenians, can't continue succumbing to such abuse by people who are clueless about exercising authority appropriately. Abra will be much better off by dumping all these Lunatics and Demonics now before it's too late.

What a funny people commenting on this issue.........we have here a pro-valera, pro-Molina, pro-Luna and pro Bersamin. Your respective boss will never make you rich kid they just make you a servant. Here one the comment of this Joy Valera-Bernos blaming on Luna on one of the TV station saying to Luna " Why they are contented for what do they have right now" now this comment backfires to her family.....Joy Bernos running for Congress......Dominic Valera for Bangued Mayor.......Domino Valera for Councilor of Bangued????. or Vice mayor????....... sister in Law Janssen Buemio-Valera for Pidigan Vice-Mayor what else...... Then we have this Luna's they want to change the name of Abra to province of Lunatics.......and put all Abrenians under their control...... This two camps are trading of accusations to each other.......and maybe this Valera's they want to expand their business interest in Abra and put the schools and other public places to the mountains......if this Valera will continue to rule over Bangued then perhaps in the near future the Bangued Plaza will become a Gasoline station. Then if this Luna will rule over then you'll be back to old age wherein there will be a King and a slave.
Then this one ambisyoso Molina wants to be congressman because of the pork barrel.......what a heck then we will have a congressman who is kidnapper etc....
I am very sad to say that Abrenians who are very intellectual does not want to go back and serve in Abra because they can never win in any election because we have still a lot of people who wants to be servant to this families of corrupt killers etc....
As my battle cry......When can I see Abra without the Valera's, Luna's, Seares, Bernos, Bersamin's etc in power?
In the next few week I'll coment here those people running in the provincial level what is my analysis in each candidate.
