It is widely believed that Gen. Versoza and Sec. Puno pressured the Lunas not to gobble up all the local government key positions out of fear that the Maguindanao massacre might also happen in Abra. Jendricks claimed he was withdrawing as Lagayan mayoralty candidate so Ryan Luna can remain as Bangued mayor candidate. Then it turned out Jendricks withdrew as Lagayan mayor candidate so he can substitute himself in place of gubernatorial candidate Sinogo (now Lagangilang mayor and widely believed as Jendricks lapdog).

Unfortunately for the Lunas and most fortunately for the Bersamins and for Abra, Jenricks Luna who belongs to Lakas-Kampi like his mother and Gov. Bersamin, Jenricks cannot substitute himself for a candidate running as an independent, which Sinogo is. Now, Jenricks cannot reinstate his candidacy for Lagayan mayor either.

Is it the hands of God at work? This Abrenian believes so. Yes Virginia, miracles still do happen and there will be more miracles that will happen.

For Sangguniang Panlalawigan - Correa Seares (wife of Loreto Seares who is a first cousin of Cecilia Luna)
For Bangued Mayor - Ryan Luna (son of Cecilia Luna)
For Bangued Vice Mayor - (Buck Luna then substituted by Allan Seares)
For Lagayan Mayor - Jenricks Luna (son of Cecilia Luna) but withdrew in error
For Lagayan Vice Mayor Hanz Luna (son of Cecilia Luna)
For Tineg Mayor - Cromwell Luna (son of Cecilia Luna)
For Dolores Mayor - Roberto Seares Jr. (nephew of Cecilia Luna)

What are they after?

And so much more money in the gubernatorial position had Jenricks succeeded in substituting Sinogo as gubernatorial candidate. And this is still possible with the death of either or both Bersamin and Sinogo.

Abra - be vigilant and let us pray that God continues to guide and keep our Governor Takit safe always.

kas iti madamdamag, we can say that the luna boys are like the ampatuans in southern phils. last 2007, abrenians rejoiced because the valera's were ousted but it seems that abra will be bracing herself into a more dangerous and selfish clan who are ambitious and as what we've heard, can spunk and raid any person and gov't office when they like to. isu kadi dagita ti kayaten ti abrenios?? kaasi tay laeng! i agree with the poster above that we need to pray for our gov. takit's safety. he's the only one capable of bringing change into our beloved province.

Jendricks was prepared to go to DZPA to make the announcement that he will run for mayor in place of Sinogo but when he found out the oversight of his advisers he became so furious with his advisers. Fortunately the lawyer advisers were not in his immediate and plain view. Otherwise, he would have killed them right there and then. The Congreswoman was so thankful the lawyer advisers were not there.

On another facet of the Seares-Luna campaign, there is ongoing motion for disqualification of Cromwell Luna as candidate for mayor of Tineg. The Lunas have tried to keep within their watch a barangay captain supposedly requested by them to testify that Cromwell resided in Tineg for the requisite period prior to filing of one's candidacy. NOW, the barangay captain is nowhere to be found. THe vice mayor of Tineg and some councilors were coerced to testify in favor of Cromwell but it looks like they are now in a big quandary because in effect they are being asked to perjure themselves.

As to Edwin Crisologo, he did not manage to register his third term candidacy because the Lunas managed to put a road blockade in the form of two vehicles full of armed goons. So Crisologo was forced in registered in Bangued which might disqualify him because the requirement is that a candidate file his candidacy in the jurisdiction he is running for. IN Crisologos case, it should ahve been Tineg.

If Cromwell Luna is disqualified and so is Edwin Crisologo, who knows, it just might be Lenin Benwaren who just might prevail in Tineg.

Is this karma in favor of the Benwarens? Is this God's way of restoring the Benwarens in Tineg after the violent death of Clarence? Might this be another miracle again Virginia?

All I can say is, it does not pay to be TOO GREEDY and to GET TOO DRUNK OF THAT NECTAR OF POWER.

If Jendricks Luna withdrew his candidacy for mayor of Lagayan, we can only assume that he is gunning for the position of Governor.

He cannot aim for Bangued mayor anymore because his brother Ryan is already aiming for that position.

He cannot go back as a candidate for mayor of Lagayan because that is not allowed by Comelec rules. Even if he wants to, I don't think he would do it because it will make him look such a dumb yoyo.

Did he really file his candidacy for governor in place of Sinogo? You bet he did.

Right now, does it look like he is no longer qualified to file his candidacy as Governor? Yes it does look like he is no longer qualified to file because the December 14, 2009 deadline is past.

But can he still try to aim for the Governor's position? OH YES HE CAN.
How? If the official Lakas-Kampi candidate is permanently disabled or dies. Only a Lakas-Kampi member can replace Takit Bersamin as the Governor candidate.

Like you Westcoast, every decent Abrenio deserves to see what is not so obvious on the surface as what the cunning, power-hungry and money-obsessed politicians of Abra want us to believe. What I mean is this.

Jendricks Luna clearly showed his true colors (not that most Abrenios did not know) when he attempted to file his certificate of candidacy (COC) for Governor in place of Sinogo (an Independent). Jenricks Luna is a member of Lakas Kampi and so is Governor Bersamin. Jendricks Luna was disqualified to substitute Sinogo because Sinogo and Jendricks do not belong to the same party.

What Jendricks Luna did amounts to a complete and total disregard of the covenants his mother Cecilia Luna and he himself entered into with the governor and the mayors. Jendricks Luna and Ryan Luna broke at least three party covenants and this indicates that they are not only untrustworthy party mates, they also back-stabbed and impliedly severed ties with Dominic Valera and Takit Bersamin.

In May 2009, Jendricks’ mother, Congresswoman Luna and the other party leaders from Abra and 25 town mayors of Abra entered into an agreement facilitated by no less than General Martin and it was held in Manila. General Martin had this “bright” idea to make this 2010 election the most peaceful ever especially since he is retiring in 2010. In order to have a peaceful election, he strongly suggested and pushed that the incumbent public officials should reap some equity or benefit from their currently held positions. Let us call this the Manila Equity of the Incumbents (MEI) covenant.

What is its essence? It means that the sitting or incumbent officials should not be made to spend so much money on goons, guns and other election-related expenses this forthcoming 2010 elections. Also, the participants were unanimous in their conviction that three years is very short for those “first term-ers” to make a showing of their accomplishments and projects and so they should at least have more time to deliver what they promised their constituents in the 2007 elections or finish whatever projects they have started.

However, as early as 2008, Ryan Luna had already been floating his idea that he will run against Dominic Valera and he was drumming up support by telling people that the bishop and many businessmen wanted him to run against Dominic Valera. Not one to lightly dismiss as a wild idea the rumors of Ryan’s intentions, Dominic Valera expressly asked Congresswoman Luna what Ryan’s plans were, in that May 2009 MEI meeting. Congresswoman Luna assured Dominic Valera (her second cousin incidentally) that Ryan will NOT run against him.

Maybe because Dominic knows that the Lunas are infamous for saying one thing and doing another thing diametrically opposed to what they verbalize, as a precaution and in front of so many other mayors and General Martin himself, Dominic stated that if Ryan runs against him in 2010, he will also field his wife Mila or his daughter Joy Valera Bernos to challenge the incumbent Congresswoman Cecilia Luna for the position of Representative in Congress for the lone district of Abra.

A few months later, in November, 2009, when the COC filing date was approaching and as a follow-up of that MEI May 2009 meeting, there was another meeting again, held this time in Baguio City. Another verbal agreement was forged. Let us call this the Baguio Equity of Incumbents (BEI) covenant. This time around, General Jesus Versoza, in the presence of General Martin and party leaders of Abra and about20 or 22 mayors of Abra was assured that the 2010 Abra elections will be peaceful and that the equity of the incumbents pact will be honored. General Versoza, if we recall was partly instrumental in recommending the replacement of the entire PNP in Abra in 2007 so that they would not fraternitize with the then sitting Governor Vicsyd Valera who was notorious for using PNP personnel as extension of his armed goons. General Martin, as a compromise to dissipate the brewing conflict between Bangued mayor Dominic Valera and Congresswoman Luna’s family suggested that Ryan Luna should run as Vice Mayor for Bangued. (This skeptic believes it is more of a ploy but suffice it to say for the moment that it is a compromise.) Although Dominic was not happy, he grudgingly accepted the compromise. Dominic deferred to General Martin whose leadership or suggestion he had no choice but to accept.

In the last week of November 2009, even after the BEI covenant, the rumors that Ryan Luna would file his COC for Bangued mayor did not abate; instead it intensified. Aware that the covenant was unenforceable and worried that the covenant in all likelihood will be broken, Dominic Valera called for another meeting and it was held at the residence of Andres Bernos, father of slain former La Paz mayor Ysrael “El” Bernos. If we recall, Ysrael Bernos was the former husband of Joy Valera Bernos and the widely and publicly acknowledged boyfriend of Congresswoman Cecilia Luna at the time of his death. The meeting was held on December 1, 2009, the very same deadline for the filing of certificates of candidacy. It was attended by General Martin, Congresswoman Cecilia Luna, Gov. Takit Bersamin, Dominic Valera, Ester Bernos, JB Bernos and Jendricks Luna. Let us call this the La Paz Equity of the Incumbents (LPEI) covenant of December 2009.

At about 8:30 pm of December 1, 2009, Ryan Luna suddenly showed up at the Comelec office with a photographer and filed his COC. Bishop Jaucian was one of the watchdogs of the day at the Comelec. When Ryan saw the bishop there, he immediately asked the photographer to take a picture of himself and the bishop. That is now dubbed the “deceitful picture of the decade” that Ryan will use to campaign in Bangued.

Dominic Valera, always wary of the duplicity of the Lunas ensured that he and his children were prepared for exactly this kind of treachery. As soon as Joy Valera Bernos found out that Ryan Luna filed his candidacy, she immediately called her in-laws, the Bernoses, to inform them of what Ryan Luna did and that the Valeras were left with no choice but to react. Joy Bernos had to file her candidacy. The Bernoses extended their support to Dominic Valera and gave their blessings to and support for their daughter-in-law Joy Valera Bernos to run for Congress against Congresswoman Cecilia Luna. Domino Valera, son of Dominic Valera, also filed his COC for vice mayor of Bangued. Joy Valera Bernos and Domino Valera filed their respective COCs at 11:55 pm of December 1, 2009.

That Abra is proof number one that the Lunas broke the MEI, the BEI and the LPEI covenants.

The Bersamins have every reason to adhere to the MEI, BEI and the LPEI covenants. The Bersamins have always advocated for peaceful elections. The Bersamins know very well the pain of losing a loved one. We Abrenios were all shocked when Congressman Luisito Bersamin was violently gunned down in Quezon City on his niece’s wedding day three years ago on December 16, 2009.

I can imagine that Takit Bersamin did not expect that incumbent Lagangilang mayor Lizardo Sinogo would file his COC for governor on December 1, 2009, considering that Sinogo was in the MEI and the BEI meetings. Immediately, Analysts of Abra politics begun to get worried because Sinogo is widely known as Jendricks Luna’s most ardent supporter. Among the mayors, Sinogo has been known as the pet dog or pet monkey of Jendricks Luna. People started to speculate that Jendricks Luna would substitute himself in place of Sinogo by December 14, 2009, the final deadline to substitute a candidate.

Analysts could not and did not want to dignify the words of Jendricks Luna and its variations with any value at all. In essence, Jendricks was saying, “I will not run against Gov. Bersamin. I will wait until my mother’s term in Congress is over. There is more money in Congress.” These are some of the famous words he uttered when asked in Abra, in Manila and even in the United States of America, if Jendricks had plans to run for Governor. Analysts know how hungry for power Jendricks is and how impatient he is to show dominance and control over Abra politics. Analysts also know that with General Martin retiring in 2010, Jendricks Luna would be helpless as a candidate if he waited until 2013 or later to run for Governor or Congressman. Analysts know how single-handedly General Martin changed the course of events for then Governor Vicsyd Valera in 2007 and Analysts also know that General Martin will once more play a crucial role this coming 2010 elections. (How? That is another topic for another day.)

When news came out on December 15, 2009, that Jendricks indeed attempted to substitute himself in place of Sinogo, the mayors and other party mates had validated what they have been so afraid about and that is Jendricks, as typical of the Lunas, would say something and do another.

That Abra is proof number two that the Lunas broke the MEI, the BEI and the LPEI covenants.

If you are an Abrenio, you can follow the trend of thought of the Analysts and you can see, smell, taste, hear and touch the sinister plan afoot.

NOW Abra, how do you repair back-stabbing? We know that traditional politicians can trade or sacrifice anything, their dignity, their honor, their integrity, their money and even family unity. Their words, if there is any meaning or value at all, have to be taken with a grain of salt. As far as we the constituents are concerned, we just want to get out of harm’s way. We just want the elections to be over and done with. We simply do not want to see violence and death around us.

But violence and death are inevitable, I must say, between now and the day of the elections and immediately after. Why again do I say that Governor Takit’s life is in jeopardy? Why is he at risk of getting murdered too like his brother Congressman Chito Bersamin?

Abra, our question can best be answered with another set of questions. What will stop the ambitious family of politicians from carrying out heinous crimes just to perpetuate their power or just to usurp power, especially now that their blatant back-stabbing has been revealed in the open? Abra, you only have to look over again at the list of candidates for this coming elections. Seares and Luna names stick out not like a sore thumb but more like ten sore and gangrenous fingers. They hunger so badly for the positions that give them power and allow them control of the public money. Any public money. Countrywide development funds, provincial government funds, municipal government funds. Even Abreco funds. Money and power are two very potent motivators to perpetuate power and usurp power, more than enough driving force to seek out the disqualification, permanent disability or even death of their foes in the person of Dominic Valera, Joy Bernos, Lenin Benwaren and Governor Bersamin.

How can Jendricks Luna undo his perceived treachery? How can Ryan Luna undo what is perceived as his treachery? How can Congresswoman Luna rectify her omissions, like her failure to control her very ambitious sons or misleading her party mates to believe that her sons will not run against her party mates? Treachery at least three times in a row cannot be dismissed so easily nor can be undone so easily. There is a saying that goes, “There is honor even among thieves.”

Jendricks Luna did not succeed in substituting Sinogo on December 14, 2009. Yet, there is a provision in the Comelec rules that allows another party member to substitute in anytime in place of a party member who has been permanently disabled or who dies before or during election day. Therefore, between now and the May 2010 elections, Governor Takit Bersamin’s life is most at risk.

The MEI and BEI covenants were so publicized that at least one Comelec official commented that it is undemocratic but hey, even General Versoza who is schooled with the law embraced it. WHY? Because it would mean reducing election-related violence in Abra and minimizing his headache over the expensive and difficult deployment of inordinate number of PNP personnel. After all, when people voluntarily enter into an agreement without coercion, they are more likely to abide by its provisions.

Like most peace-loving Abrenians, General Versoza would have deserved a pat on the back if this coming elections would be charted as the most peaceful Abra election in at least a decade. I think it is not to be.

The flaw in this covenants is, it was General Martin’s idea and it was General Martin’s plan all along to lull the participants especially, Dominic Valera. Takit Bersamin might have been lulled into complacency too that he would be re-elected unopposed.

I am wondering when General Versoza will come to the realization that where before General Martin was partly instrumental in the cleansing of Abra of tyrannical politicians like the now incarcerated former Governor Vicsyd Valera, now it is becoming clear as day that General Martin has become partisan.

What chance has Dominic Valera got against the big guns of General Martin? What chance has Dominic Valera got against the AmpaLuna boys who display their arrogance and who would use their arms with impunity because they are confident they have the backing of the military? I can only sympathize with Dominic as he is already consigned to his fate.

My wish is only to contribute to the FULL awakening of Abra folks, especially the peace-loving Abrenios and especially the young folks and students who might think that all these killings, violence and terrorism going on during the election period is a normal occurrence or process. They are much too young to have experienced elections without violence. We all know that in a supposedly civilized and democratic society, there is an alternative to violence during elections. Supposedly, during the campaign period, issues and concerns directly affecting the citizenry are debated upon and the politicians make known how they would address those concerns and issues once they are seated in their elected positions.

..... The election period should be the time when the citizenry’s expectations of the politicians have to be defined based on the politicians’ public statements contained in their platform or their public speeches. These platforms then become the guide or marching mandate of the politicians during their service term and the basis for the citizenry to assess their performance to determine whether to elect them again or reject them when the next election time comes around.

BUT WHAT IS HAPPENING IN ABRA?

..... Instead of going forward and be issue-oriented, we are moving backwards towards barbarism where a politician’s survival depends on who has stronger force or who has more money to buy guns and votes.

.... Debates on issues have NO place during election period. Debates on whether the incumbent or sitting politician delivered on his previous promises do NOT exist at all. What happens once the politicians are elected is they busy themselves recouping their past election expenses and amassing more money for their future election expenses. They also pre-occupy themselves purchasing weapons and ammunition that they use without remorse on anybody who might challenge their turf or authority. In the meantime, their promises are forgotten. And if there are people brave enough to remind them of their promises, those people are terrorized prompting those conscientious citizens to just leave Abra.

WHY ELSE DO MOST OF OUR NATIVE ABRENIOS LEAVE ABRA?

.... Aside from the non-ending violence in Abra, there is not much jobs. Who are the primary job providers? The politicians. They employ butchers, executioners, henchmen and such other mercenaries and killers for hire. And when they are seated in power, they employ those who supported them naturally but only after their kindred have been posted in lucrative positions. This coming election period the politicians will be competing with the funeral parlors as employers. Baquiran will be hiring more coffin makers, embalmers and morticians.

..... What is baseless rumor? That Jendricks filed his certificate of candidacy for governor? Go to the Comelec and verify. Or the fact that he withdrew his certificate of candidacy for mayor of Lagayan? Just read the article above by Rmacollo dated 12/15/2009.

..... Or the fact that Ryan Luna has been using the bishop and claiming the bishop egged him to file his COC for mayor? We know that the bishop is apolitical. The bishop has already made a statement to his flock, through a homily, that he is not endorsing any political candidate.

Just go to the right hand margin where it says “2010 Philippine Election - Abra Electoral Candiates” under “Events”. Is it baseless rumor that there is an obvious attempt of the Lunas to control the towns with the most internal revenue allotment (IRA)? Bangued and Tineg, what towns are those? The ones with the biggest IRA. The Luna family has made politics their profession.

BAGUIO CITY—Abra politicians had agreed to leave incumbent officials unchallenged in next year’s elections, but it seems this unwritten agreement wasn’t going to hold.

Some politicians in the province, known for election-related killings and attacks, beat the Dec. 1 deadline to file their certificates of candidacy against their rivals.

This forced election and police officials to reassess Abra’s security situation on Wednesday.

Chief Supt. Orlando Pestaño, Cordillera police director, said the “status quo” agreement was never made public, although it was common knowledge to Abra residents.

The pact’s failure, however, becomes “a potential source of violence,” he said.

Violence and intense rivalries had defined Abra politics in recent years, according to Comelec records.

Hot spot

In 2005, the government placed Abra under the control of the Philippine National Police after a government fact-finding team confirmed an Inquirer report that politicians employed private armed groups, including policemen and soldiers.

In 2007, the Comelec assumed control over the province due to 200 election-related cases that killed 129 people.

Former Abra Gov. Vicente Valera was arrested and jailed in September this year for his alleged involvement in the 2006 murder of Abra Rep. Luis Bersamin Jr., brother of incumbent Gov. Eustaquio Bersamin. Valera had denied involvement in Bersamin’s murder.

Pestaño declined to identify the politicians who defied the agreement.

But based on Comelec records, members of the Valera, Luna and Bernos families are contesting the province’s lone congressional seat and the mayoral seat of Bangued, Abra’s capital town.

Ryan Luna, son of incumbent Abra Rep. Cecilia Luna, is challenging the reelection bid of Bangued Mayor Dominic Valera.

Family affair

Representative Luna’s reelection will be challenged by three aspirants.

Governor Bersamin is running for reelection against Lino Sinogo Jr.

Lawyer Julius Torres, Comelec Cordillera director, said it is too early to conclude that violence again loomed in Abra.

One Comelec official said the agreement was undemocratic.

“[The status quo agreement] would have resulted in peace, yes, but it would not have reflected the true will of the electorate,” said Elenita Tabangin, Benguet election officer.

Pestaño said Abra politicians signed a separate agreement last week to promote peace in the province during the elections.

There is nothing to show anymore. A supporter of a candidate get ambushed, a farm hand of a candidate got riddled with bullet, dead by one of an opposing candidate's hired goon freshly bailed out from jail; a municipal mayor from another municipality comes to Bangued and enforce his own law, uniformed men distibuting merienda money rolled and inserted in the barrel of an automatic rifle, yet reports from the media states that so for there is no political violence being reported yet in Abra. Will somebody please redefine political violence for me? Unfortunately, I have a slow 'coco'
