It looks like it is a foregone conclusion that there will be LIVES sacrificed between now and May 2010, when the elections will take place.

Where in the past 2007 election there were 27 reported election-related killings in Abra, many right now are betting that there will be more people who would lose their lives, many women widowed and many children orphaned in the forthcoming elections that will take place next year. It is sad that some protagonists are blood-related and they are willing to forget their kinship only because they want to be elected to public positions. But it is even sadder that many candidates do not realize that the public position they want to be elected to requires of them to become public servants.

To become an elected public official has become some sort of a professional career for many. Gone were the days when private individuals had to be persuaded to run for public office. Gone were the days when public officials would immediately resign their positions at the slightest criticism, out of "delicadeza". Gone were the days when public officials were respected.

In our tiny province, what can we as Abrenios do to restore our respect and trust for public officials? More importantly what message can we send to the aspiring public officials?

Nowadays, public officials are despised, branded as thieves and murderers.

If Jendricks Luna withdrew his candidacy for mayor of Lagayan, we can only assume that he is gunning for the position of Governor.

He cannot aim for Bangued mayor anymore because his brother Ryan is already aiming for that position.

He cannot go back as a candidate for mayor of Lagayan because that is not allowed by Comelec rules. Even if he wants to, I don't think he would do it because it will make him look such a dumb yoyo.

Did he really file his candidacy for governor in place of Sinogo? You bet he did.

Right now, does it look like he is no longer qualified to file his candidacy as Governor? Yes it does look like he is no longer qualified to file becaue the December 14, 2009 deadline is past.

But can he still try to aim for the Governor's position? OH YES HE CAN.
How? If the official Lakas-Kampi candidate is permanently disabled or dies. Only a Lakas-Kampi member can replace Takit Bersamin as the Governor candidate.

Lara Haya Luna is the daughter of Congresswoman Luna.

If I am not mistaken Lara Haya is the girl friend of General Martin's son.

All in the family yabbadabbadooo...

This means even if Jendricks withdrew as Lagayan candidate for mayor, the 76 yearl-old Purificacion Blaza who substituted him will step down and presto... Lara Haya will be Lagayan mayor....

Then Lara Haya will have an IRA account for herself and the general's son.

Connect the dots... there are so many dots this election and it is up to us Abrenians whether we tolerate it or not.

Like you Westcoast, every decent Abrenio deserves to see what is not so obvious on the surface as what the cunning, power-hungry and money-obsessed politicians of Abra want us to believe. What I mean is this.

Jendricks Luna clearly showed his true colors (not that most Abrenios did not know) when he attempted to file his certificate of candidacy (COC) for Governor in place of Sinogo (an Independent). Jenricks Luna is a member of Lakas Kampi and so is Governor Bersamin. Jendricks Luna was disqualified to substitute Sinogo because Sinogo and Jendricks do not belong to the same party.

What Jendricks Luna did amounts to a complete and total disregard of the covenants his mother Cecilia Luna and he himself entered into with the governor and the mayors. Jendricks Luna and Ryan Luna broke at least three party covenants and this indicates that they are not only untrustworthy party mates, they also back-stabbed and impliedly severed ties with Dominic Valera and Takit Bersamin.

In May 2009, Jendricks’ mother, Congresswoman Luna and the other party leaders from Abra and 25 town mayors of Abra entered into an agreement facilitated by no less than General Martin and it was held in Manila. General Martin had this “bright” idea to make this 2010 election the most peaceful ever especially since he is retiring in 2010. In order to have a peaceful election, he strongly suggested and pushed that the incumbent public officials should reap some equity or benefit from their currently held positions. Let us call this the Manila Equity of the Incumbents (MEI) covenant.

What is its essence? It means that the sitting or incumbent officials should not be made to spend so much money on goons, guns and other election-related expenses this forthcoming 2010 elections. Also, the participants were unanimous in their conviction that three years is very short for those “first term-ers” to make a showing of their accomplishments and projects and so they should at least have more time to deliver what they promised their constituents in the 2007 elections or finish whatever projects they have started.

However, as early as 2008, Ryan Luna had already been floating his idea that he will run against Dominic Valera and he was drumming up support by telling people that the bishop and many businessmen wanted him to run against Dominic Valera. Not one to lightly dismiss as a wild idea the rumors of Ryan’s intentions, Dominic Valera expressly asked Congresswoman Luna what Ryan’s plans were, in that May 2009 MEI meeting. Congresswoman Luna assured Dominic Valera (her second cousin incidentally) that Ryan will NOT run against him.

Maybe because Dominic knows that the Lunas are infamous for saying one thing and doing another thing diametrically opposed to what they verbalize, as a precaution and in front of so many other mayors and General Martin himself, Dominic stated that if Ryan runs against him in 2010, he will also field his wife Mila or his daughter Joy Valera Bernos to challenge the incumbent Congresswoman Cecilia Luna for the position of Representative in Congress for the lone district of Abra.

A few months later, in November, 2009, when the COC filing date was approaching and as a follow-up of that MEI May 2009 meeting, there was another meeting again, held this time in Baguio City. Another verbal agreement was forged. Let us call this the Baguio Equity of Incumbents (BEI) covenant. This time around, General Jesus Versoza, in the presence of General Martin and party leaders of Abra and about20 or 22 mayors of Abra was assured that the 2010 Abra elections will be peaceful and that the equity of the incumbents pact will be honored. General Versoza, if we recall was partly instrumental in recommending the replacement of the entire PNP in Abra in 2007 so that they would not fraternitize with the then sitting Governor Vicsyd Valera who was notorious for using PNP personnel as extension of his armed goons. General Martin, as a compromise to dissipate the brewing conflict between Bangued mayor Dominic Valera and Congresswoman Luna’s family suggested that Ryan Luna should run as Vice Mayor for Bangued. (This skeptic believes it is more of a ploy but suffice it to say for the moment that it is a compromise.) Although Dominic was not happy, he grudgingly accepted the compromise. Dominic deferred to General Martin whose leadership or suggestion he had no choice but to accept.

In the last week of November 2009, even after the BEI covenant, the rumors that Ryan Luna would file his COC for Bangued mayor did not abate; instead it intensified. Aware that the covenant was unenforceable and worried that the covenant in all likelihood will be broken, Dominic Valera called for another meeting and it was held at the residence of Andres Bernos, father of slain former La Paz mayor Ysrael “El” Bernos. If we recall, Ysrael Bernos was the former husband of Joy Valera Bernos and the widely and publicly acknowledged boyfriend of Congresswoman Cecilia Luna at the time of his death. The meeting was held on December 1, 2009, the very same deadline for the filing of certificates of candidacy. It was attended by General Martin, Congresswoman Cecilia Luna, Gov. Takit Bersamin, Dominic Valera, Ester Bernos, JB Bernos and Jendricks Luna. Let us call this the La Paz Equity of the Incumbents (LPEI) covenant of December 2009.

At about 8:30 pm of December 1, 2009, Ryan Luna suddenly showed up at the Comelec office with a photographer and filed his COC. Bishop Jaucian was one of the watchdogs of the day at the Comelec. When Ryan saw the bishop there, he immediately asked the photographer to take a picture of himself and the bishop. That is now dubbed the “deceitful picture of the decade” that Ryan will use to campaign in Bangued.

Dominic Valera, always wary of the duplicity of the Lunas ensured that he and his children were prepared for exactly this kind of treachery. As soon as Joy Valera Bernos found out that Ryan Luna filed his candidacy, she immediately called her in-laws, the Bernoses, to inform them of what Ryan Luna did and that the Valeras were left with no choice but to react. Joy Bernos had to file her candidacy. The Bernoses extended their support to Dominic Valera and gave their blessings to and support for their daughter-in-law Joy Valera Bernos to run for Congress against Congresswoman Cecilia Luna. Domino Valera, son of Dominic Valera, also filed his COC for vice mayor of Bangued. Joy Valera Bernos and Domino Valera filed their respective COCs at 11:55 pm of December 1, 2009.

That Abra is proof number one that the Lunas broke the MEI, the BEI and the LPEI covenants.

The Bersamins have every reason to adhere to the MEI, BEI and the LPEI covenants. The Bersamins have always advocated for peaceful elections. The Bersamins know very well the pain of losing a loved one. We Abrenios were all shocked when Congressman Luisito Bersamin was violently gunned down in Quezon City on his niece’s wedding day three years ago on December 16, 2009.

I can imagine that Takit Bersamin did not expect that incumbent Lagangilang mayor Lizardo Sinogo would file his COC for governor on December 1, 2009, considering that Sinogo was in the MEI and the BEI meetings. Immediately, Analysts of Abra politics begun to get worried because Sinogo is widely known as Jendricks Luna’s most ardent supporter. Among the mayors, Sinogo has been known as the pet dog or pet monkey of Jendricks Luna. People started to speculate that Jendricks Luna would substitute himself in place of Sinogo by December 14, 2009, the final deadline to substitute a candidate.

Analysts could not and did not want to dignify the words of Jendricks Luna and its variations with any value at all. In essence, Jendricks was saying, “I will not run against Gov. Bersamin. I will wait until my mother’s term in Congress is over. There is more money in Congress.” These are some of the famous words he uttered when asked in Abra, in Manila and even in the United States of America, if Jendricks had plans to run for Governor. Analysts know how hungry for power Jendricks is and how impatient he is to show dominance and control over Abra politics. Analysts also know that with General Martin retiring in 2010, Jendricks Luna would be helpless as a candidate if he waited until 2013 or later to run for Governor or Congressman. Analysts know how single-handedly General Martin changed the course of events for then Governor Vicsyd Valera in 2007 and Analysts also know that General Martin will once more play a crucial role this coming 2010 elections. (How? That is another topic for another day.)

When news came out on December 15, 2009, that Jendricks indeed attempted to substitute himself in place of Sinogo, the mayors and other party mates had validated what they have been so afraid about and that is Jendricks, as typical of the Lunas, would say something and do another.

That Abra is proof number two that the Lunas broke the MEI, the BEI and the LPEI covenants.

If you are an Abrenio, you can follow the trend of thought of the Analysts and you can see, smell, taste, hear and touch the sinister plan afoot.

NOW Abra, how do you repair back-stabbing? We know that traditional politicians can trade or sacrifice anything, their dignity, their honor, their integrity, their money and even family unity. Their words, if there is any meaning or value at all, have to be taken with a grain of salt. As far as we the constituents are concerned, we just want to get out of harm’s way. We just want the elections to be over and done with. We simply do not want to see violence and death around us.

But violence and death are inevitable, I must say, between now and the day of the elections and immediately after. Why again do I say that Governor Takit’s life is in jeopardy? Why is he at risk of getting murdered too like his brother Congressman Chito Bersamin?

Abra, our question can best be answered with another set of questions. What will stop the ambitious family of politicians from carrying out heinous crimes just to perpetuate their power or just to usurp power, especially now that their blatant back-stabbing has been revealed in the open? Abra, you only have to look over again at the list of candidates for this coming elections. Seares and Luna names stick out not like a sore thumb but more like ten sore and gangrenous fingers. They hunger so badly for the positions that give them power and allow them control of the public money. Any public money. Countrywide development funds, provincial government funds, municipal government funds. Even Abreco funds. Money and power are two very potent motivators to perpetuate power and usurp power, more than enough driving force to seek out the disqualification, permanent disability or even death of their foes in the person of Dominic Valera, Joy Bernos, Lenin Benwaren and Governor Bersamin.

How can Jendricks Luna undo his perceived treachery? How can Ryan Luna undo what is perceived as his treachery? How can Congresswoman Luna rectify her omissions, like her failure to control her very ambitious sons or misleading her party mates to believe that her sons will not run against her party mates? Treachery at least three times in a row cannot be dismissed so easily nor can be undone so easily. There is a saying that goes, “There is honor even among thieves.”

Jendricks Luna did not succeed in substituting Sinogo on December 14, 2009. Yet, there is a provision in the Comelec rules that allows another party member to substitute in anytime in place of a party member who has been permanently disabled or who dies before or during election day. Therefore, between now and the May 2010 elections, Governor Takit Bersamin’s life is most at risk.

MEI, BEI LPEI covenants taking place you say is baseless? No way..... In the MEI meeting, it was attended by all mayors except Edwin Crisologo of Tineg and Paking Guzman of Dolores. Verify this with General Martin.

The BEI was attended by 22 mayors. Verify this with General Versoza and General Matin. In addition to Paking and Edwin, the other mayors who did not attend were those who probably had strong misgivings that the Lunas would honor or abide by the “Tunos Dagitay Natatakneng nga Nataengan” as one respected mayor referred to the covenant.

Proof of LPEI? Ask the rooster - parakorkor of JB Bernos or ask the balseros of Calaba who had been plying the rafts back and forth on December 1. I was under the raft then with a weed straw so I saw the traffic of familiar vehicles and prominent

My life in danger? Oh yes, very much so. That is why I sleep like a gander, one eye open and the other closed. I live in the hills, rivers, mountains, brooks, waterfalls and sometimes the streams. Occasionally I go to church and listen to what the good bishop has to say sometimes as I might pick some lessons to live by.

I mingle with the students, the waiters, the maids, the drivers, the employees and anybody who wants to talk to me and tell me what they hear, see and observe. Sometimes just to catch sleep I ride the night trip of Partas bus but most of the time I am on the prowl. I even sleep under the cars, the trucks of the politicians and that is when I overhear a lot of their shenanigans and shameless plots.

Lately I even tried sleeping under the new bus, YES NEW BUS, COURTESY OF ABRA, of Congresswoman Luna. That is one place I could not catch my sleep popoy. Too cold... umatiberber ti aircon na. It does not help that it is escorted by trucks full of goons armed to the teeth..... made my balls tremble and shrink. Nice bus with big picture of Cong Luna on the sides... Kasla lugan dagitay crew ti mapan ag shooting koma.

MASBATE CITY, Philippines—Crooked local officials have resorted to using inmates of provincial jails as “hitmen” to get rid of political rivals, Philippine National Police chief Jesus Verzosa disclosed on Thursday.

In a security meeting here, Verzosa claimed that unscrupulous jail officials have allowed politicians to organize prisoners as their own private armies.

This issue, he said, was discussed by law enforcement agencies during the national summit on loose firearms last year.

“Our studies showed that some private armed groups and the guns they use are actually found inside the jails,” he said at the assembly of the Joint Security Control Center (JSCC) at Camp Bonny Serrano here.

“This is actually common in violence-stricken areas,” the PNP chief added.

As proof, Verzosa cited the killing of Alberto Choy, who was slain in a purported shoot-out with policemen in Parańaque City after he and his cohorts allegedly abducted a Filipino-Chinese businessman last year.

He said Choy, 42, a former militiaman tagged as the gunman in the 2001 murder of Masbate City Mayor Moises Espinosa, was still an inmate at the Masbate Provincial Jail at the time of the encounter.

“Prior to his death, there was no report that (Choy) bolted the provincial jail. That’s why we filed cases against the provincial warden and other jail officials,” Verzosa said. “The inmates are not only used as ‘hired goons’ by politicians to kill their rivals, they are also utilized in kidnapping activities and other criminal acts.”

According to Verzosa, former Abra Gov. Vicente Valera was also suspected of employing prisoners in alleged assassinations of his political rivals.

Valera is now detained at the Quezon City Jail after he was arrested for allegedly ordering the killing of Rep. Luis Bersamin Jr.

“There are similar documented cases in other provinces,” Verzosa told reporters.

Using inmates as assassins was not only cost-effective for politicians, it also made it more difficult for the authorities to solve crimes, Verzosa explained.

“After their ‘hit job,’ the inmates could just go back to their prison cells and escape arrest,” he said.

To thwart crimes involving prisoners, Verzosa ordered an inventory of firearms issued to jail guards at all detention facilities under the supervision of provincial governments.

He directed local police offices to coordinate with jail officials in conducting security inspection of provincial jails and profiling their inmates.

Verzosa also called for a review of the administrative structure of provincial jails in a bid to lessen the influence of governors and other elected officials in selecting jail wardens.

“We need the cooperation of our communities and other concerned agencies, specially the local government units,” he said.

Members of a commission formed by President Macapagal-Arroyo to dismantle private armies, who were in Masbate for a hearing on the existence of private armed groups, backed Verzosa’s proposal.

“We welcome General Verzosa’s suggestion to inspect provincial jails. I think there’s basis in saying that prisoners are sometimes used by politicians,” said broadcaster and commission member Herman Basbańo.

Another commissioner, anti-crime crusader Dante Jimenez, said provincial jails must also be placed under the control of the Commission on Elections during the election period.

“This concern should be immediately answered,” Jimenez told the Inquirer.
